Factorytalk failed to connect to server

I'm getting this error message "The distributed alarm client failed to connect to server [RNA://$Local/Cooling tower//$RSV_SEAlarms/::*]. (0x8009033F). Any idea what could causing this? Not sure if it's computer issue or something in factory talk
