Software for ELCON TS680 ???

Hello
I have a request from a Customer that have a machine equipped with
a combo/plc ELCON TS680 ARM that he wants to replace with some standard PLC.
he send me a project file with .BIO extension.

i don't know this product, could someone tell me what is the software i need to open this project (is it free ?

I read that Elcon was now a brand from ESA automation and this product is equipped with some "CNC" functions.. is a PLC with some motion features is equivalent. (CompactLogix, S7-1500...)
