Where can i get good tutorial or guide to learn
Siemens SIMATIC STEP 7 v13 ?

Any Book ? online tutorial !
 
First thing I would do is to get the "Getting Started" manuals for both the 1200 and 1500 series.
From there you decide what's next.
 
The link is for "Visualization" but using the icons you can select "Controllers" "Visualiztion", etc, whatever has to do with portal.
