Version 21.03 was a rare case (20.03 was the same) where you must have the exact same version of software on your PC as firmware in the CPU. Usually you only had to have the same major revision (21 would be the major revision).
If you upgrade the CPU to 21.03 you have to bring it down to do so. So downtime is needed.
Maybe just as important, every other PC would also have to have 21.03 to communicate with that controller. Rockwell's web site warns users this version is incompatible with other minor revisions but many people ignored this and installed it anyway.
I would suggest that you uninstall 21.03 and instead install 21.00.03 that way you only affect your PC. Not the controllers, and not other people's computers.
