i am stuck on how to even begin on a PLC Project involving controlling 2 water pumps.

Any help is greatly appreciated.
 
Like your .doc says, Start with the scope.

What problem is this project trying to solve? Draw the problem out. Etc.

Looks like at a high level - You need to control 2 pumps to prevent wet wells from overflowing. What triggers the pumps to turn on and off? What happens when a pump doesn't turn on?
