Can it still be a commission if the customer of my customer is giving me money back per electrical panel he builds for them?

yes only the role is opposite, so the client is not your customer anymore.

I presume you designed the panel. Is your customer the shop that builds the panels or the end user of the panels?

When in doubt I always tell bot parties what is going on. That eliminates any conflict of interest concerns.
