Wincc explorer RC tags Problem

i have a serious problem with my wincc explorer RC Tags license every time i open the program i found the license tags 0 although i installed the 256K ptg 512 Atg from EKB my version is v 7.0.3 OS is win_7 ultimate SP1 32bit

i cannot even add any external tag so i can not star work please help:wish:
