i have a powerflex 4 drive i cant get to change to 460v input power it gets to 240 and drops back to zero cat#22a-d6p0n104

Your question doesn't make sense to me but the part number you cited accepts 480V input @ 6 amp and will drive up to a 480V 3hp motor. Anything bigger than that you'll have to move to the Powerflex 40 series.
 
If you mean you can't change the Motor Nameplate Volts (P031) above 240 and the drive is a 22A-D (460 V), then I would call your distributor. Either the drive is defective or it is a mislabeled 22A-B drive.
