How can one unprotect password protected blocks?

Perhaps you should have specified what PLC you are using, Borte has guessed that you are using a Siemens S7 300/400.

If you want a precise answer to your questions then please state as much information as possible, including what type of PLC in use.

That's true, I just assumed it was a S7 PLC since thats the only threads I've seen regarding untprotecting a block.
