how do you write software for an input of 4 20 milli amps and output of 1 10 volts is it the move funtion block

It depends on the brand and model of PLC. For most brands, the manual for the analog modules gives sample ladder logic to read the analog inputs and write to the analog outputs. The samples generally include logic to cover scaling the raw analog data to engineering units.
