The documentation seems to be sufficient.

As I see it, there are three tasks involved. Rather than try to do all three at once, tackle them one at a time.

The first task will be to create a program for the clock. Do you know how to program a timer? You need to keep track of time in increments of one second over a 24 hour period. How many seconds is that? Is a single timer able to handle it? If not, what are the alternatives? If this is an exercise in timing, why do you think the lab description mentions counters?

That ought to be enough to get you started.
