Are these fuses?

My father in law found some things that look like fuses or
heaters. I was wondering if anyone here knows what they are. They were found with the holders shown in the pictures. There is a N.O. pushbutton wired in series with the device. The devices all have a resistance around 165 Ohms.

It is a cigarette lighter.

They were installed at military ammo depots in designated smoking areas. No one was allowed to carry matches or lighters.

In fact, I have one of these myself.
 
Terry is right. No one is STILL allowed to carry matches or lighters in those Army ammo depots, but now many of them forbid smoking completely.
 
I saw a few of these in an outside break area at a chemical plant. They removed them a few years ago. It's kinda awkward to use. You push & hold the button then stick the smoke into the hole and give it a puff. It's also kinda funny to watch a bunch of people standing in line waiting to, what looks like, kiss the hole in the box on the wall...
