Can Citect link with GE Fanuc Versa Max PLC via SNP Serial port??

As long as Citect has an SNP driver, yes. SNP is a master-slave protocol. Normally I'd expect Citect to be the master.

Most VersaMax PLCs can be Modbus RTU master and/or slave also.
They communicate generic ASCII too.
These are very "Versa"til little critters.
