Usually it means drive not moving, with any power disconnected and (if other forces can make it moving) mechanically locked.
Safety
Typically these days if it says "safe" it usually meets some sort of code i.e.
Category 3 of EN 954-1 and to SIL 2 of IEC 61508.
Safe standstill-the drive is prevented from starting up
It guarantees that an axis will not move when it's in safe standstill mode - IEC safety integrity level 2
