I am looking for a converter -10V +10V to -20mA +20mA. I cannot find a converter for bipolar signals? Does anyone has experience with this?

manufactures sometimes offer additional solution for their parts, like this convertisseur de frequence, (sorry, not english)
http://www.controltechniques.cz/index.php?menu=289

but maybe you can just look for something more universal... many of those "termocouple linearizers" have ability to understand V and mA with output to mA or V as well....

like this one's input 10mV...50V and output 0..1V, 0..5V, 0..10V, 0..5mA, 0..20mA, 4-20mA ...

is it neccessary to have negative values? (-10V -20mA) ?
