I was wondering if I can use a plc like a dimmer. For example a light bulb. Bring it on dim then slowly making it brighter at different times of the day?

Yes. With appropriate external hardware, to control the actual lamp. A small 90VDC Fractional HP drive could possibly be used, for example.

With an analog output and an inexpensive SCR module like this you can do it very easily.

Or if you only need two or three discrete states of brightness you can create a resistor network to source 0, 8, 12, and 20 mA using just two discrete outputs.

If you want to use it in a home electrical system then the only problem is the compliance to local regulations. PLCs comply to industrial standards only. Domotica systems do comply to domestic use standards.
