pneumatic flow switch

We are looking for a sensor to go in a pneumatic tool line. We want to simply sense when the tool is being used and when it isn't. Which all seems simple. However we are having trouble getting a sensor that does the job at the right price. Does anyone know of anything that would due the job <£100 GBP (approx <£200 dollars)?
 
Another option could be just a pressure switch.

When the tool is off the pressure is at maximum.

When the tool is on the pressure will drop.

If the pressure drop is enough, and the system pressure constant enough then this should work.
