S7-300 sw redundancy: what rack?

I try realize a S7-300 system with redundancy software. There will be two CPUs and a single rack of I/O modules connected to the CPU by two IM153-2.
1- I'm not interested to the possibility to extract the modules in RUN, must I have an active rack? Is it possible for the IMs only?
2- The active bus modules need a supply?
