error message 25003 when install rslogis 5000 v11.11

I have installed Rslogix 5000 V10.02 & V15.00 without any problem
But everytime I try to install V11.11 ,I will get the error message 25003 and had to roll back. I need V11.11 because I still have some old projects still using this version. Can anyone tell me what the error message means? Thanks

The full text is "Error 25003 Module Directory Instantiation Failed", I think. There's a corrupted Module Directory file.
