I have a Micrologix 1500 controller (1764LRP) and I have a Panel View 300 (2711-K3A17L1). I will be communicating to the Panel View from the PLC with cable (2711-CBL-PM05). I’m hoping I can use cable (1747-CP3 SER A) to communicate to my PLC from my PC to program the PLC and the Panel View. The Panel View will be connected to my PLC all the time with cable (2711-CBL-PM05). My question is first I’m sure I can use cable (1747-CP3 SER A) to communicate from PC to PLC but when I’m connected this way will I be able to communicate with my Panel View through the same cable while it is connected to the PLC.
 
No, the ML1500 does not support passthru comms. If you changed your PV to one that has DH485 comms and network PV-ML1500-PC together you could do
what you want.
 
Can I use cable (1747-CP3 SER A) to communicate to the Panel View from the PC to program it? If so how do I set it up, I can not get my PC to recognize the Panel View with this cable

No, the 1747-CP3 is a null modem cable. You need a straight thru cable for your PV300 ( see PDF)
