I am sure somebody will give an exact answer but:
1. Differences between versions of GX developer generally just incorporate newer versions of CPU i.e. FX3U in the latest
2. GX developer is Ladder programming, GX IEC developer is a full IEC 1131 package and includes the more advanced languages such as ST etc.
