I have a simple question. Can a Panelview 1000 and a SLC500 communicate over ethernet without RSLinx running on a PC?

Yes. RSLinx is just a communication software package for a PC to talk to Rockwell products.

Assuming the PanelView1000 has ethernet communication capabilities and the SLC is a 5/05 or a non-ethernet CPU using a NET-ENI module, and the IP addressing of the PV and the SLC are on the same subnet and connected to the same network, YES
