How do you convert a version 7.x Intouch application to version 9? When I try to open it in Window Maker, via Application Manager, it gives an Access Denied message.

Actually, I only want to import some windows, alas in Window Maker it get all the way, only to complain that it is in a different vesion.

All you should have to do is to open the app in WindowMaker. It'll complain that it's an older version, ask if you want to upgrade.

Usually, with an Access Denied message, you're working with a copy that you made from a CD, which had the Read-Only attribute set. Go to the app folder with Windows Explorer, right-click on the folder, and uncheck the Read-Only attribute.
