Flopro the soft plc or Flopro the flowmeter by Pulsonic Tech. Ltd ?
The former is (was, kinda ?) owned by www.Nematron.com as part of it's OpenControl: http://www.nematron.com/OpenControl/index.shtml
Flopro the soft plc, IIRC, I saw about 15 years ago and I think has been owned by a couple of different companies.
