modicon 984-380 plc

Hi everyone,
i work in a paper converting faciltiy and we have a machine with modicon 984-380 plc,this machine was shutdown for serveral years and now we want to run this machine,we powered up th e machine and found out plc run led is not lit,while power ok and ready lights are lit green.and none of its output lights are on.this plc has AS-E380-902 Standard 380 Exec Cartridge AND AS-M380-004
4K MEMORY CARTRIDGE,i'm not sure i still have program in it, so what is the best way to find out if there is program in it or how i can put this cpu back to run mode, i don't have any programming software or cable for this plc either. I also found a gould P964
hand held programmer i'm not sure this guy is compatible with plc or will be of any help for me in this case.please advice thanks in advance

Look at the command section page 6-3 and 6-4 to start(run) or stop the controller.
