PLC Activated Voice Alarm Message

This is what I want to accomplish:

I have a PLC monitoring some process. When a fault occurs somewhere in the plant, the PLC sends an output to sigal Device X to radio transmit a pre-recorded voice alarm message. There are a couple of pre recorded alarm messages and each is digitally activated by the PLC. So there could be a few outputs on the PLC dedicated to driving these signals. My question is what hardware should I use to put in place of Device X?
 
Touchscreen (OP-panel).

Many models can play audiofiles.

Then you only have to find a women with a soft voice to record your "This factory will selfdestruct in 30 seconds" message :ROFLMAO:
