Is there a way to know the internal addresses of the inputs and outputs of a Step 7 plc by looking at the wiring location or lights on the WAGO modules?
If I understand you correctly. You are using a Wago module for I/O on a Siemens S7 PLC. No you can't tell from looking at the modules. All addresses are setup in the hardware configuration of the project in Step 7.

Is there a way to tell the location of the addresses of the inputs and outputs on the WAGO by cross referencing the hardware configuration, or would the only way to know the address be to cross reference wire numbers to schematics? It just seems like there would have to be a way to know what physical inputs and outputs on the WAGO correspond in the program.
In the hardware config you put in all the modules in the i/o rack. The module determines how many addresses are used. I think by default Step 7 will start at the first input address I0.0 and first output Q0.0. However you can put any address you want.
I have figured out how to recognize what addresses are what on the WAGO. All of the information that I needed was in the HW Config. Thanks for the tips.
