Leakage Current

The low power relay at the output of my PLC is always on. I want to learn how to figure a pull down resistor to turn the realy off until I really want it on. I need to get the current below 10ma. How can i figure the correct resistor? It is a 115Vac relay/ouput.
 
R=115V/Leakage Current(A)
The Power for the Resistor is 115V*115V/R
or Capacitor X=1/Omega/C where X=R and
C=1/R/Omega where Omega = 2 * PII * Frq (Hz)
where PII = 3.14
Resistor or Capacitor must be connected parallelly with the relay-coil.
