communication betwen cpu103 and no SIMATIC panel

I just want to know if i should use special standard function bloc to communicate betwen S5 -cpu103 and no-SIMATIC panel usig AS511 protocol?
as i know we should use FB51 (TDOP:511) to communicate with SIMATIC panel.

It depends on the panel that you will be using, if you happen to use a ESA-vt panel then it does not require any function blocks.
