Need help understanding s5 code

Would someone please explain the following bit of code from a step 5 program or, if possible, convert it to ladder so I can understand it? I don't have Step 5 or any Siemens software, but have the task of troubleshooting this machine from the hard copy of the program. This network appears right in the middle of a ladder PB.
