The file you posted was a microwin file and not a Step7 file ?
I converted this to awl as requested and it looks fine to me, i suggest the problem is your end with whatever you are opening it with ?!

I hope you are using Microwin. Version should not matter as it is an .awl file.
You need to 'import' the file and not open it.
Select Program block in the program editor and then goto file menu and click import.
This should work.
