Safety with an S5 135 PLC, output card transistor question

Hi,

I am looking into a potential safety implication on a 13 year old machine on our site. Before I kick off with the manufacturer I wanted to get a general opinion.

Am I correct in assuming that a transistor(24vdc) output card on an S5-135 system CAN go short and fix the output to on, without indicating and/or being detected as a fault by the PLC?
