Step7 HW "find manual' command problem

I have a problem with step7 hardware configuration.
When ever I try to use the command "find manual" for any material, the Internet Explorer window can't connect to the internet...
I use a proxy server but I have no problem when a browse the internet. Only through SIEMENS pop-up window...
