Hello there!

Is there anyone else who has ever had all the CPU's LEDs flashing at the same time?!

I can't seem to find anything about this in the manual. But maybe I've missed it.

I tried replacing the memory card with a brand new, but nothing changed.

The LEDs are still flashing like there was no tomorrow! I'd say it's at a 0.5 Hz rate, if it matters.

Have you tried MasterReset?

Does the DC5V Led flash too?

I think the CPU is damaged, send it back for replacement.

Go online, if possible, and investigate the diagnostics buffer.
If this is not possible, then the CPU is defective.
