Omron C60K PLC not in Run

Dear All PLC Experts,
One of my friend have Omron C60K PLC, after battery replacement PLC not going in "RUN". I understand by reading in this forum, to communicate with this I need Syswin Or LSS Software and Host link 3G2C7-LK201.
I checked with our Omron local representative but they are not in position to support as model is absolute.
My friend has send me attached picture showing some IC on PLC.

My doubt are :
1) Is it EEPROM ?
2) What are options to recover logic (program) from PLC.
3) Anbody from India who can have 3G2C7-LK201, help me to recover program.

But the local Omron representative is your link to Omron corporate who should be able to at least point you to someone who can help. I would lean on them a little harder for help; after all, its their product and who else would know more about it. Otherwise, re-consider them as a supplier for future projects.

Logic (Program) reterving without host link adaptor.

Thanks for your response.
My questions are :
1) Is Shown picture IC EEPROM ?
2) How to check that is logic (Program) present in PLC, without host link adaptor (I mean without communicating with PLC). No error on PLC and RUN LED not glowing.
3) Is it possible to read EEPROM using EPROM reader.

1) yes, it appears it is though looking up the part number would verify

2) I don't believe there is another way

3) yes, but the information would be difficult (if not impossible) to decompile to the original source code.

Sorry, I don't really have a good answer for you - sad that your local Omron support is not willing to help.
