Problem making a Program Transfer(PS 306)

PLC is a Klockner Moeller PS 306.
EE-PROM is a Klockner and Moeller EE1-PS3.
I am unable to establish communications in the way the instructions read. Is the PLC Locked? How do you unlock it?
The instructions are to set change over switch on EE1 to 0.
Plug in the RS 485 to interface 1. press and hold button and put switch to either program 1 or 2.
Nothing happens in this port. No Light at all. When I move it to port 2 I do get lights and it does try to communicate when I make the switch change but never goes past this step. Anyone have any ideas?
