Protocols ANSI C12.22, ANSI C12.19 for connection to electricity meter Elster A1800 A

Hi, friends!

I have some question: i need establish connection between PLC's communications module and electricity meter Elster A1800 ALPHA by RS-485 or RS-232 interface for reading current parameters. A1800 using protocols ANSI C12.22, ANSI C12.19 for communications.
So would you please help me to solve this problem?

P.S. I'm sorry for my bad English
