TI 545 Timers

Iv'e run across a TI545 whose timers count down from preset to zero in roughly one half the time (15 sec preset only takes 8 sec to zero). Don't they derive their timing from the RTC independent from scan? (scan is set to variable)Any help would be appreciated. Thanks
 
Some timers require scan rate. You may not be reading this correctly or it may be called twice and decrementing x 2.
