GX Developer - Disabled 'Transfer Setup'??

Um.....Anyone know why GX developer would have the
'Change PLC type' and 'Transfer Setup' buttons greyed out and disabled???

I am not connected to a PLC....and want to simply convert an existing program to a 'Q'........

I figgered it out.
You need to close ALL open windows...and they popped back to active.
(ladder, batch, any open windows......)
Both 'Transfer Setup' and 'Change PLC Type' enabled immediately.
