Compactlogix HSC L23

I have the L23 Compactlogix controler, It has an HSC counter built in but dosnt give you the rate capability. I have thre open collector PNP prox swithces, and two flow meters. How with logic can i program this?

Thank you for that info it has no information how to program or a ladder sequence for measuring freq (rate).
