plc funtionality in rtu

hello,
will somebody tell me how to develop plc functionality in rtu..

is it possible to write a pragram in c language as we write in ladder.(i mean logic).

Expecting a good guidance from any professional working with plc's and rtu's.

What is the brand/model of this "RTU" you have?

we manufacture rtu's..hardware is x86 processor....attached to digital input output module and this module is connected to i/o cards.
we are planning to develop plc functionality so if u give me the way to do it it will be helpfull.

thanks bernie,i have come to know that isagraf and multiprog are available for that,as they convert the ladder to code which i can download it in my rtu cpu,,hope it may work.......
