SMC issue when talking to allen bradley plc's

RSlinx has become unrelable when we have many plc's talking through it so we are trying to implement wonderwares built in I/O server. we changed all the .csv files so smc could read them and all the plc's are talking except one. i tried to ping the plc that is not talking and 50% of the packets return. would this more than likely be a comm's issue or do i have a bigger problem on my hands?
