I dont know such a thing as Free CX Programmer. Purchase it.

If this is just for personal learning you can download the older SysWin 3.2 at http://www.mikroe.com/old/books/plcbook/plcbook.htm
Its not CX Programmer, but it will do for learning Omron PLCs. There is also a nice tutorial on the CPM1A there.
If this is for professional program development then operate like a professional and purchase a legal copy of CX programmer.

CX-Programmer is now part of CX-One. It is not free anywhere but your Omron rep can possibly provide you with a trial version with great limitations.
