AB Free Micro/Windows XP Home

One of my techs wanted to learn how to program off-site and I recommended the free AB micrologix starter software available from Rockwell. There's a free emulator avialable also.

He said it wouldn't install becuase his home machine has XP Home Edition.

Any ideas if there's a work-around for this?
Or WHY XP Home stops this install?
