S7 V5.4 SP4 issue generating cross ref table

In either the Simantic Manager or in the block editor.

Using the menu commands:
Options
Reference Data
Display

Error= "Error creating an empty document"

CNTRL+ALT+R same result

Ugly solution:
Task Manager in windows, find process "S7XUTAPX" and end process.

Now try again and it works as it should.

Questions:

What is the root cause of this error?
and what should I do to avoid this error?

sound like a window or installation problem
