Does anyone know of an idle sensor to use in the monitoring of traffic lights so that one can detect if the bulbs are actually on or not?

In 'real' traffic controllers, current transformers are used to detect lamp failure.

You can get real fancy and use a vision system.

Bruce, what a novel idea! If you can't see them (vision), then the bulbs are probably OFF or burned out....
