Problem with Safety signals in S7-400

Hi
I have a Redundancy Automation sytem with cpus 417-4H Siemens. in my Plant there are safety modules. I have a problem with saferty signals. when I download my Pcs7 program to cpus, cpu in rack1 stops and when I restart it, The cpu don't read the safety signals, but cpu in rack0 read all signals and work correctly. Please help me about this problem.
