you got me its some sort of cad like file is my understanding canaidian i think?
 
My guess is that this is Ashlar's Vellum software. I worked for a small engineering company in the mid-90's that used it on Macintosh desktops and I'm pleased to see that Ashlar is still kicking.

Ashlar appears to have a free file viewer, so probably that's the best way to go:

The "Graphite Share" program says it supports *.VLM files.
