I am trying to print the program off a TI 128 using a TI 103 programmer. What printer do I need? What type of cable do i need?

Most likely you'll need a serial (rs-232) printer. Back in the days of this unit, serial ports were 25pin connectors.
Lacking a serial printer, connect it to a pc serial port and use a terminal program to capture the text to a file and then print it.
