No version of RSLogix 5000 will run on a Windows 98 computer.

RA stopped testing against Windows 98 so it isn't officially supported, but that doesn't mean it won't work.
However, some of the required Windows pieces (.Net and Windows Installer) for RSLogix may not be compatible with Win98.
My guess is that the RA install will check and see that you are using an unsupported O/S and stop the install.
